REGULATORY INVESTIGATIONS
Chris Banatvala was the founding Director of Standards at Ofcom and a member of its statutory Content Board. He drafted Ofcom’s first Broadcasting Code (and subsequent editions) and led the enforcement and policy development of broadcasting and video-on-demand standards, including investigations and sanctions on editorial and advertising matters.
Originally a political journalist with Channel 4 News, Chris now advises broadcasters, tech firms, production companies, international regulators and governments. His clients include the BBC, CNN, Warner Bros. Discovery and Netflix.
Widely recognised as a leading expert in broadcast and video-on-demand standards and policy, Chris recently appeared as an expert witness in the Adams -v- BBC defamation case and collaborated with Creators Counsel in advising the producers of Gaza: How to Survive a War Zone in relation to the BBC Editorial Review of the programme. His expertise spans content regulation and standards (editorial and advertising), complaint handling, commercial activities within programmes, compliance with UK and EU legislation and Ofcom codes, governance and regulatory best practice, public policy and on-line protection. He advises on the future of content regulation including the Media Act 2024. Chris has conducted a number of high-profile reviews and inquiries for broadcasters. He is also an independent member of the Sky News Board and the Online Independent Complaints Reviewer for Channel 4.
COMMERCIAL COMPLIANCE
Neil Pepin is the former Deputy Head of Channel 4’s award winning Legal & Compliance Department where he was the lead lawyer on Ofcom commercial compliance. He is highly regarded as the industry leader on commercial compliance and with over 25 years supporting producers, he has a wealth of experience advising on sponsorship, advertiser funded programmes, product placement, undue prominence, viewer competitions including premium rate services & voting.
He qualified as a solicitor in private practice before working in-house for the BBC and Mirror Group (L!VE TV). Neil joined Channel 4 Television in 1997, before retiring as Lead Lawyer in 2020. He now provides specialist commercial compliance advice to TV, Film, and audio production companies as a non-practising lawyer.
DATA PROTECTION
Husna and Oliver Grimes are co-founders of Pure Privacy, a data protection consultancy with specialist experience in media & entertainment production. Together, they bring more than 30 years’ combined data protection experience, to support production companies and content creators.
Husna is the former Channel 4 lead data protection lawyer and brings over 17 years’ experience in managing privacy risks linked to the use of personal and sensitive data in programming, digital engagement, and audience interaction. Oliver trained and qualified at a West End media law firm before moving in-house to compliance roles within several FTSE 100 companies. He regularly works with production companies and brings extensive operational, strategic, and governance expertise. They both provide data protection advice as non-practising lawyers.
Their consultancy regularly assists producers with complex data subject access requests, the application of the “journalistic exemption” (the special purposes exemption) and managing regulatory and reputational risks relating to contributor data. Services also include outsourced Data Protection Officer support, drafting privacy notices and data protection policies and procedures, including impact assessments, legitimate interest assessments, production-specific training, and strategic advice on how to handle sensitive information throughout the development and production lifecycle.
